It will suit someone who has substantial operational and strategic procurement delivery experience at a senior level, with strong people and management skills and who is comfortable leading a small team in a fast moving delivery-focussed environment.

 

National Records of Scotland (NRS) is the Scottish nation's record keeper and official source of demographic statistics – information about population, households, migration, vital events, life expectancy and electoral statistics and maintains the nation’s records archive as one of Scotland’s five National Collections.

 

The post holder will work to the NRS Chief Purchasing/Procurement Officer and will take over line management of the Senior Procurement Specialists as well as overseeing the business operations of the lower risk/value procurement team consisting of 1 B2 Procurement Specialist and 4 Procurement Officers. 

 

This post qualifies for the Procurement supplement, currently £4,250 pro rata. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market. For staff not currently in receipt of the allowance it is payable after successful completion of the qualifying period, normally 9 months. Pay supplements are subject to regular review.

Responsibilities

• Develop, implement and manage professional procurement and contract services for NRS, leading our procurement strategy, policy, delivery and implementation of strategic contract management methodologies, to ensure good governance and compliance with audit and legislative requirements, application of best practice and a focus on value for money optimisation and risk management.


• Manage our procurement operations on behalf of the Chief Purchasing/ Procurement Officer, through the pipeline of procurement projects across NRS to monitor procurement resource allocations ensuring business delivery timescales are met; providing a procurement dashboard for the Executive Board on a quarterly basis for the provision of goods and services in support of our business, with specific responsibility for managing all high value/high risk procurements.


• Building and maintaining strong relationships with stakeholders and contractors ensuring systems and services are delivered on time, within budget and to high quality standards. Provide expert internal advice on all aspects of Procurement, Contracting and Commercials.


• Be responsible for delivering procurement strategies/reporting required under Scottish Procurement Regulations and managing the Procurement and Commercial Improvement Programme assessments and preparing and progressing action plans.


• Lead specific work streams to progress procurement policies in accordance with Procurement legislation as directed by the Chief Purchasing/ Procurement Officer to ensure they are fully implemented.


• Managing, monitoring, recording and reporting benefits delivered through the procurement and contract management process.. Contributing to the preparation of the Annual Procurement Reports and revisions to the Procurement Strategy, successful NRS management of risk, quality, delivery, forecasting and budget control, ensuring best value for money in whole life cost terms, instilling a commercial mind-set into buyers.


• Prepare bespoke contracts and agreements, and contract change control notes for contract variations, for complex and diverse service requirements to properly protect our organisation and to ensure risks are managed and mitigated.


• Lead responsibility on any contractual issues including potential contractual breaches; determining or terminating contracts; and engaging appropriate legal advice where necessary. Working with the Commercial Contract Management Team in designing and delivering our supplier performance reporting arrangements to track performance, deliverables, benefits, forecast and budget management, resource management and reporting to ensure best value for money in whole life cost terms.

Essential Criteria & Qualifications

Although not a requirement, studying towards the Chartered Institute of Purchasing and Supply Graduate Diploma Accreditation Level 6 (MCIPS) may be advantageous.

 

Essential Criteria :

 

1. Comprehensive knowledge and practical experience of managing complex procurements with a strong working knowledge of public procurement and Scottish & UK procurement legislation to deliver high quality outcomes timely and within budget and experience in strategic procurement techniques (including the ability to devise appropriate procurement strategies for very unique requirements).


2. Relevant, demonstrable experience in contract and commercial management in public sector delivery, with demonstrable ability of strong judgement in commercial situations and experience in resolution of contractual disputes from the perspective of the client.


3. Experience of building networks and partnerships and of developing strong relationships with a range of stakeholders and within complex stakeholder environments; influencing senior stakeholders to implement procurement policies and strategies and to maximise value for money through procurement.


4. Experience of developing robust contracts and commercial agreements, for complex and diverse service requirements with ability to apply a range of contract management solutions and controls to ensure that risks are managed and mitigated.
