We are currently seeking applications for 2 Senior Civil Engineers within Transport Scotland’s, A9 Dualling Delivery team to support the delivery of the Scottish Government’s ambitious A9 Dualling Programme in our Major Projects Directorate. These are permanent and pensionable appointments. Candidates with a disability who meet the essential criteria below will be invited to the assessments. Transport Professional Pay Supplement
This post attracts a £7,862 pay supplement per annum (pro rata).  
 
Overview
Transport Scotland is the national transport agency, seeking to deliver a safe, efficient, cost-effective and sustainable transport system for the benefit of the people of Scotland.  Transport Scotland is accountable to Parliament and the public through Scottish Ministers, with a budget of around £3.5 billion per year. Transport is a vital feature of the Scottish Government's focus on increasing sustainable economic growth, and transport investments and policies have major impacts on our economy, environment, and society.
 
The Scottish Government is committed to Dualling the A9 between Perth and Inverness and as we gear up to commence the construction phases, we have identified a need for 2 Senior Civil Engineers to help deliver this critical Programme.

Important Information

Scottish Government is preparing for the implementation of a new HR and Finance platform and, as a result, some job offers will be subject to an October 2024 start date at the earliest.  This will be confirmed as your application progresses.

Responsibilities

The A9 Dualling Delivery team within Transport Scotland’s Major Projects Directorate is responsible for procurement and construction of the Dualling Programme including its contract management.  
 
The Programme is progressing at pace with award of the A9 Dualling: Tomatin to Moy project expected in July 2024, the procurement for the A9 Dualling: Tay Crossing to Ballinluig is underway and preparations to commence the procurement for the A9 Dualling: Pitlochry to Killiecrankie section are also underway.
 
Ahead of the main works for each of these packages, we also expect to deliver a range of advance works packages to help de-risk our programmes.
 
It is an exciting time for the team as we look to manage the new NEC4 contract recently adopted for these projects and to set the ground works to enable delivery of the Scottish Governments A9 Dualling Delivery plan to complete the A9 Dualling between Perth and Inverness by 2035.
 
We are seeking two suitably qualified and experienced applicants to fill two Senior Civil Engineer posts in the A9 Dualling Delivery team. These are exciting and challenging engineering positions, contributing directly to the delivery of the A9 Dualling Programme.

Essential Criteria & Qualifications

You must hold a suitable degree in Civil Engineering, or equivalent, and be a chartered member of an appropriate professional body and registered with the Engineering Council.


Successful candidates who do not currently hold a professional qualification will be placed on a reserve list for 9 months to allow you time to gain Chartered status. If you fail to pass your professional review within this 9 month period you will need to re-apply for future vacancies.

Essential Criteria
1. Experience in roads and transport infrastructure schemes in at least two of the following:
 
• Roads and/or bridges design
• Procurement
• Construction
• Contract management
 
2. Ability to project manage concurrent work /projects.
3. Financial and risk management skills.
4. Strong communication skills with ability to network and manage relationships with a range of internal and external groups, with an emphasis on customer focus.

Minimum Time in Post
You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade. 


In the event that further posts are required, a reserve list of successful candidates will be kept. 

Location
This post is based in  Glasgow, with hybrid working in line with current Transport Scotland policies. You will be expected to be office based twice per week, pro rata. You will be required to visit contractors site offices, as necessary for the role.

The post is a full time role, but staff with different working patterns are invited to apply, and we will assess proposed working patterns against the business requirements for this post.
